MINERVA LAKE ROAD RECONSTRUCTION PROJECT UPDATE!

 

12/3/25

Temperatures are currently too low for striping of the street.  Strawser is hopeful that this will take place next week.  Current plans are to finish up topsoil and seeding this week; barricades and road closed signage will be picked up soon.

11/24

Final steps of this project are now underway!  Striping on MLR is scheduled for  tomorrow 11/25, but may be pushed to Wednesday due to predicted rain.  Strawser wants to make sure street parking/driveways are accessible for the holiday Thursday. Signs will be reinstalled on Wednesday 11/26.  Please avoid parking on the street Tuesday 11/25 and Wednesday 11/26. The road is open to 2-way traffic, and residents may use their driveways.

 Thanks to all for their patience and understanding-This was a LARGE undertaking, and we are thankful this Thanksgiving Week for a nice new road and safe sidewalks for our residents in this area!

11/20

Concrete surfaces on MLR are too wet for asphalt to adhere.  Paving has been rescheduled for tomorrow 11/21, but is unlikely do to weather.  Please anticipate paving taking place on Monday 11/24.Flaggers are to be on side to assist with driveway access.  STREET PARKING IS PROHIBITED until further notice.
 

Residents are encouraged to use the fire lane of Minerva Park Middle School and the bus loop of Minerva France to get to their properties.  Please do not park in such as way as to interfere with school traffic.

AS OF 11/14:

Today the concrete crew will be forming the remainder of the sidewalks and ADA ramps and pouring on Monday. (And Maybe Tuesday)

Monday Strawser will start re-erecting the mailboxes. They noticed that some are missing or in really bad shape. Anyone that would like a new mailbox post can purchase one and we will install it. Please note that they will not be assembling "fancy Mailboxes". Any resident in the construction area who decides to purchase a new one(post) will need to put it together and have it ready to put in the ground. Anyone that stored their mailbox needs to put it out in their yard. The mailboxes/post will be placed where they originally were. 

Strawser plans on paving Wednesday.

Sunday 11/16 and Monday 11/17, residents SHOULD have driveway access. NO PARKING will be allowed on MLR.

Everyone on Minerva Lake Rd. can get back in their drives on Sunday 11/23. Absolutely no parking in the roadway until we are finished.

 

AS OF 11/12

The intersection of Ponderosa and Northland Plaza Drive remains closed for the week as paving work begins.  Paving is expected to finish Thursday.

👉 Access: Businesses along Northland Plaza Drive will still be reachable via Farview Road.

 

Minerva Lake Road
(Limited access to residences over the next 10–14 days)
 

  • Second Concrete Pour:
    Expected to begin Wednesday or Thursday (November 12-13). Residents should plan to move vehicles out of driveways by Tuesday evening.

    • Residents at the far east end of Minerva Lake Road will have access from SR 3.

    • Those west of Berryleaf Grove should continue to access their homes via the schools, as before.

    • For those on the South side of MLR:  

      • Up to 25 parking passes at Minerva France Elementary will be made available to those who live on Minerva Lake Rd.  

      • Residents should follow the below procedure to obtain the parking pass

        • Come to the school between 9:30-3pm with a photo ID, License Plate Number, Year/Make/Model of Vehicle they wish to park at the school.  

        • The school would also like to retain the individual's phone number and email address should the resident need to be contacted.

      • Residents who are unable to come to the school during the assigned hours should email the above info to HilkertT [at] wcsoh.org (HilkertT[at]wcsoh[dot]org)

      • All vehicles MUST be in a designated parking spot.

        • Vehicles are NOT permitted to park on the north side of the loop.  This interferes with our car lines/bus routes.

    • Cure time: approximately 3 days.

If all goes as planned (weather permitting), residents will have driveway access on Sunday 11/16 and Monday 11/17-HOWEVER:

Completion of sidewalks, seeding, and mulching will take place on Monday (road will be open).

Paving date will be announced as soon as we receive it.

 

AS OF 11/10

Starting TODAY, November 10, the intersection of Ponderosa and Northland Plaza Drive will be closed for the week while crews completely replace the intersection.

    The First Pour has been completed. starting at SR 3 and moving west through half of the Berryleaf Grove Apartments parking lot.

    • Most residents will have driveway access from Farview Road during this time.

    • Cure time: approximately 3 days.

  • Second Concrete Pour:
    Expected to begin Wednesday of Thursday (November 12-13). Residents should plan to move vehicles out of driveways by Tuesday evening.

    • Residents at the far east end of Minerva Lake Road will have access from SR 3.

    • Those west of Berryleaf Grove should continue to access their homes via the schools, as before.

    • Cure time: approximately 3 days.

If all goes as planned (weather permitting), residents will have driveway access on Sunday 11/16-HOWEVER:

Asphalt paving is scheduled for 7AM Monday November 17.  Minerva Lake Rd. between Farview and SR 3 will be completely closed during the day.

 Strawser anticipates the road being reopened to residents by 4-5 PM that day.

🚧 2025 ROAD PROJECT UPDATE (as of November 5, 2025)

Northland Plaza Drive
Starting Monday, November 10, the intersection of Ponderosa and Northland Plaza Drive will be closed for the week while crews completely replace the intersection.
👉 Access: Businesses along Northland Plaza Drive will still be reachable via Farview Road.

 

Minerva Lake Road
(Limited access to residences over the next 10–14 days)
Work continues with undercutting along Minerva Lake Road. During this process, driveway access may be temporarily delayed as crews progress westward.

  • First Concrete Pour:
    Scheduled for Thursday, November 6, starting at SR 3 and moving west through half of the Berryleaf Grove Apartments parking lot.

    • Most residents will have driveway access from Farview Road during this time.

    • Cure time: approximately 3 days.

  • Second Concrete Pour:
    Expected to begin Wednesday of Thursday (November 12-13). Residents should plan to move vehicles out of driveways by Tuesday evening.

    • Residents at the far east end of Minerva Lake Road will have access from SR 3.

    • Those west of Berryleaf Grove should continue to access their homes via the schools, as before.

    • Cure time: approximately 3 days.

If all goes as planned (weather permitting), base concrete work should be complete by November 14, after which asphalt application will begin.


Waste Collection
Local Waste has been contacted and will return to service any missed areas of Minerva Lake Road.
They plan to collect from the construction zone between 6:30 and 7:00 a.m. for the next 2–3 Mondays.

11/3/25

As of this afternoon, we have learned:  Undercutting continues on Minerva Lake Rd.  Although residents SHOULD be able to access their driveways, they are encouraged to EXPECT delays.

The road will be closed to through traffic; machinery will be blocking the road near 3219 MLR. If you live EAST of 3219, you should exit and enter the Village to the east; those living west of 3219 will enter and exit to the west. This closure to through traffic is expected to last a while, as the pouring of the sub-base will follow the undercut process.  

Residents are encouraged to use the fire lane of Minerva Park Middle School and the bus loop of Minerva France to get to their properties.  Please do not park in such as way as to interfere with school traffic.

10/31/25 

Due to problems with the sub-base of Minerva Lake Rd, Strawser has begun to "undercut" the surface.  This process includes digging another 12 inches down, reinforcing the sub-base and filling back in.  This is an "as they go" project, meaning that access to driveways will only be limited to the area currently being worked on.  We are informed that this process should only take a few days (weather permitting), and that concrete pouring of the sub-base will tentatively take place next week.

10/22/25 

As of 11:30 am, we have been notified that the first pour will not take place tomorrow.  Due to weather and other unforeseen circumstances, this portion of the project is being moved into next week.  

Work has begun on Northland Plaza drive.  Strawser is working to maintain access to business on this road; others are encouraged to find other routes.

 

 

10/22/25

The first pour of the road base for Minerva Lake Road is set for Thursday 10/23. Once the road base preparation begins all residents including the apartments can only access the west side for going and returning. Once the second pour starts everyone will have to park on the new concrete on the east end and walk to their house with the exception of the apartment residents that will have access into their facilities. Those who access their properties from the schools may continue to do so. 

There will be a week's cure time for each section. 

10/15/25

Reminder: North side MLR residents in construction zone should be parked on the south side of the road tonight-curb/gutter/apron work set to begin 10/16. The process will be the same as what was done on the South side earlier this month.

As of 10/9/25


 

Residents on the South side of MLR may return to their driveways on Friday. 

 Preparations have begun to pour curb, gutter and driveway aprons for the NORTH side of Minerva Lake Rd. between Farview and SR 3.  North side residents will need to be out of their driveways and parked on the south side by Wednesday evening 10/15.
Pouring of the curb on the north side is set to begin on Thursday 10/16 followed by the driveway aprons. 

Strawser will begin pouring the road base on Thursday 10/23.  There will be 2 pours:  Once the second pour starts everyone will have to park on the new concrete on the east end and walk to their house with the exception of the apartment residents that will have access into their facilities. There will be a week's cure time for each section. 

 

Minerva Park Middle School has graciously offered a FEW parking spaces.  

  • Residents should follow the procedure below to obtain a parking pass (only six spaces available)

  • Come to the school between 9 a.m.-2 p.m. with a photo ID, License Plate Number, Year/Make/Model of Vehicle they wish to park at the school.  

  •  The school will also need the individual's phone number and email address in the event that the resident needs to be contacted.

  • Residents who are unable to come to the school during the assigned hours should email the above info. to leonarmi [at] wcsoh.org (leonarmi[at]wcsoh[dot]org).

  • We ask that vehicles be removed during the following days/times: 

  • 0/16 = 4-8 p.m.  (Parent Teacher Conferences)

  • 10/23 = 4-8 p.m.  (Parent Teacher Conferences)

  • If using the fire lane to drive and park near the back of your property, please do not block any sidewalks or fire lanes. No parking pass is needed if parking in the rear of your property.

 

9/29/25

Please be advised that Strawser will be pouring the curb on the south side of the road on Thursday the 2nd. All residents on the south side of the street must park out in the street on the North side.(not in front of anyone's driveways) It is recommended that the residents park out in the street on Wednesday night, instead of Thursday morning. Once the concrete shows up they will start immediately and will not stop to let people out of their drives. 

The next couple of days leading up to Thursday will come with intermittent driveway disruption and the crews will try to help out as much as they can.

Today the underdrain will be installed, followed by the stringline and curb stone on Tuesday and Wednesday. Slipping curb on Thursday, and then prepping and forming the drives on Friday into next week. Once the form work is far enough ahead, they will start pouring. Once everything cures, we will flip sides and continue with the same process on the north side.

 

9/29/25

Parking:  Minerva France has graciously offered parking spots at their school for residents affected by the Minerva Lake Rd. closure:
 

  • Up to 25 parking passes will be made available to those who live on Minerva Lake Rd.

  • It is important to note we politely ask vehicles to be removed during the following days/times 

    • 10/16 = 4pm-8pm.  PTA Trunk or Treat

    • 10/22 = 4pm-8pm.  Parent Teacher Conferences

  • All vehicles MUST be in a designated parking spot.

9/23/25

We received an email from the contractor late 9/22:  The road closure, originally slated for October has been RESET to Tomorrow 9/24.  The contractor had a change in circumstance, freeing up their team to begin work sooner than anticipated.  Residents living on the south side of Minerva Lake Rd. may still park in their driveways FOR NOW; we are to receive an email when the parking change will be made.  Strawser intends to work with those living at Berry Leaf Grove (only 1/2 of the driveway will be concreted at a time).  

 

AS OF 9/22/25

Starting the 1st week of October, Minerva Lake Rd. will be closed to all but local traffic.  Concrete work will begin on the south side of the road.  This section of the work includes curbing, gutter and driveway aprons.  Those who live on the SOUTH side of MLR will NOT have access to their driveways for approximately 10 days.  Strawser will be preparing the work area so that south side residents will be able to park along the north side of the road across from their homes. The process will be repeated in reverse for the NORTH side of MLR when the South side is complete.  Please expect conditions to change daily as work progresses.  Text messages will be sent out as the Village is provided with updates.  To register for text messages, please text the word “minerva” to 844-928-1662.

 

AS OF 9/11/25 

The pipe crew should be finished up tomorrow; milling of the south half of the roadway set to begin Friday.

During the milling, material will be left at each drive; this will be graded out so that residents can access their drives.

Monday the construction crew will be there to start the excavation of the subgrade, install the 4" underdrain, and prep stone for curb installation.

We have been informed that, through the construction process, that some driveways may be tied up for short periods. Crews have been instructed to try 

to coordinate with residents as best they can. 

 

 

3:05 PM 8/25 Gas leak has been cleared!

GAS LEAK ON MINERVA LAKE RD. BETWEEN FARVIEW AND SR. 3  Crews are on scene-the road is completely closed....Those who are unable to get home are welcome to park at Minerva Park MS until the road is reopened; please try to have cars removed by 10 PM. Repairs are anticipated to be completed well before this time.

 

AS OF 8/25:

We are aware that some residents experienced interruption of water service last week.  The Village was not informed of this possibility.  Staff reached out to the contractor and received the response copied below: 

 In regard to the water being shut off, the crew encountered a water service line that was in the way of the sewer pipe, and it had to be moved. We anticipate with the depth of the sewer and the close proximity to the water main that this will be encountered at multiple properties. I would let the residents know that when they see the crew getting ready to go passed their house, that it may happen to them. The crews usually let the residents know before they shut the water down to move it out of the way and the procedure usually takes about 30 minutes. I will remind the crew to knock and give a heads up. In the event of an accidental hit, the residents would obviously not be notified and fixing it may take longer depending on the damage to the service line.

 

AS OF 8/18:  EXPECT CONSTRUCTION TO BEGIN AT ANY TIME!  MAIL SERVICE WILL CONTINUE AT THE BOXES ON THE BARRELS; WESTERVILLE SCHOOLS, POSTAL SERVICE, EMERGENCY SERVICES ARE ALL AWARE OF THE PROJECT, AND ARE DOING THEIR BEST WITH WORK AROUNDS.  We have been instructed by Local Waste to ask that residents place their toters at the end of the driveway.  Once one side of the road is torn out, we are asked to put the materials on the opposite side from construction. The Local Waste team members are not permitted to enter work zones.  As the project continues, we will stay in contact with Local Waste and provide updates as they are received.

AS OF 8/12:

Tree removal is set for today-please be aware of POSSIBLE TEMPORARY traffic delays in the area.

 

AS OF 8/11:

AS OF 8/4:

The contractor is wrapping up another project before coming to Minerva Park.  We are hoping to have notice to proceed and mobilization dates any day.  Resident comments and concerns have been shared with the contractor.  As soon as a start date is set, notice will be posted through all Village channels of communication.

 

RECEIVED YESTERDAY AFTERNOON—-7/28/28Strawser Paving intends to begin mobilizing the week of 8/11 with construction starting 8/18. Minerva Lake Road is being completely rebuilt between Farview and Westerville (SR 3) Roads. One lane of WESTBOUND ONLY traffic will be maintained throughout the project.

 

AS OF 7/14/25: 

At the Council Work Session, discussion was held regarding the following items:

  • Four versus five foot sidewalks 

  • Possibility of holding off on sidewalks until LinkUs money is available

  • Possibility of progam to assist homeowners who lose trees due to the project

  • Possibility of Street Lights along Minerva Lake Road

  • Construction is estimated to begin between July 21 & July 28

  • Four-foot wide sidewalks are to be installed on the north side of Minerva Lake Rd.

  • One lane of WEST-BOUND traffic will be maintained during the project.

 

Northland Plaza Drive between Ponderosa and Farview will also be reconstructed during this time.
